Theft arrest made after citizen tracks suspect

Stolen property includes vehicle

A Somerset man was arrested on burglary charges yesterday morning, after a citizen who observed the incident followed the man and stayed with him until police arrived.

Arrested and charged with third-degree burglary, theft by unlawful taking over $300 and receiving stolen property over $300 (an automobile) was Timothy J. Riggs, 38, 45 Charleston Place, Somerset.

According to the Pulaski County Sheriff’s Depart-ment, the Pulaski County 911 Center was contacted by a northern Pulaski County citizen after he observed the suspect in the area of a barn located at 9675 North U.S. 27 in a Ford Bronco loaded with farm related equipment and metal items.

Riggs, who was by himself, fled the scene after being discovered and damaging the right rear tire on the Ford. At that point, a citizen followed the Ford Bronco driven by Riggs down Ky. 1247 and Etna Road, where he pulled over. At that point, the citizen remained with the subject until a Pulaski County Sheriff’s Deputy arrived on the scene a short time later.

The department then determined that items were in fact stolen from the barn located at 9675 N. U.S. 27. Then a check on the Ford Bronco revealed that it had been reported stolen on Dec. 8, 2007, to the Chillicothe, Ohio, Police Department.

Riggs was also charged on a Pulaski Circuit Court bench warrant of arrest for a probation violation, as he had previously received probation on the original charges of two counts of third-degree burglary which had occurred on July 21, 2000.

Riggs was lodged in the Pulaski County Detention Center and the investigation is continuing by the Pulaski County Sheriff’s Department.
