Man charged in decades old incest case

Somerset — Allegations dating back four decades have led to a Pulaski County man being indicted on rape and incest charges.

Russell Boyd Wilson, 69, of Omega Park Road, Somerset, was indicted by a Pulaski County grand jury this month.

The indictment alleges Wilson carried out sexual acts in 1974 on a child less than 12 years old.

The child was identified in court documents as his daughter.

Wilson was arrested in late January as detectives with the Kentucky State Police investigated the case. According to Wilson’s arrest warrant, KSP investigator Tracy Haynes interviewed the alleged victim in December.

“It should be noted that the victim did not disclose her father’s (deviant) sexual behavior because he always threatened her with physical violence and also (threatened) to harm the rest of her family,” Haynes states in the complaint, filed on Jan. 30.

Haynes’ complaint says the victim, who she noted is now nearly 50 years old, told investigators that the alleged sexual acts began when she was six years old.

“This (deviant) sexual intercourse took place from 1971 to 1980 when the victim was married and moved out of the house,” states Haynes’ complaint.

Wilson was originally charged with one count of first degree sexual abuse with a victim under 12 years of age, two counts of first-degree sodomy, and two counts of incest.

The grand jury returned indictments for one count of rape and one count of incest, both involving a child less than 12 years of age.

Trooper Lloyd Cochran, public information officer for KSP Post 11, declined to provide any further details on the case, stating that the investigation is ongoing.

Wilson is lodged in the Pulaski County Detention Center.
