Step-father charged with rape and incest of his special needs relative

Somerset —

A Somerset man was arrested Tuesday on charges that he raped his special needs step-daughter.
Michael Ray Dungan, 55, of Slate Branch Spur Road, has been charged by the Pulaski County Sheriff’s Department on one count of second-degree rape, a Class C felony, and one count of incest, a Class B felony.
Deputies responded Sunday to a report of a possible rape that had occurred off Slate Branch Spur Road in southwestern Pulaski County. The initial report indicated that a special-needs adult, 36 years of age, had allegedly been raped by her step-father.
An investigation into the incident by the sheriff’s Criminal Investigation found that Dungan had allegedly had sexual contact with his step-daughter on numerous occasions. The victim is confined to a wheelchair and cannot care for herself; she relied on her mother and step-father to provide for her needs.
While in Dungan’s care, outside the presence of the mother, Dungan had allegedly engaged in sexual contact and intercourse with the victim, according to the Pulaski County Sheriff’s Department.
In reviewing Dungan’s background, investigators learned that he had a prior conviction in 1993 for third-degree rape in Pulaski County for similar conduct.
Additional charges may be placed against Dungan after the results of this investigation are presented to the Pulaski County Grand Jury.
A Class C Felony carries a sentence of between five to 10 years in prison while Class B is between 10 and 20 years.
The Pulaski County Sheriff’s Department did not release the victim’s name, as per policy.
Dungan has been lodged in the Pulaski County Detention Center under a $10,000 bond.
The investigation is continuing by the sheriff’s Criminal Investigation Division.
