Several polling places in Pulaski County have been moved for the May 16 primary elections because the locations don’t comply with provisions of the 2002 Help America Vote Act (HAVA).

Pulaski County Clerk Trudy Denham, chair of the Pulaski County Board of Elections, said several rural voting places had to be relocated because gravel parking areas do not meet mandates of the new law. HAVA requires that voters with disabilities, including visual disabilities, must have the same opportunity for access and participation as other voters. This is the reason for a new electronic voting machine designed specifically for the visual and hearing impaired at each polling place. The new machines are in addition to regular electronic voting machines in use for the past several years.

Denham said relocation of polling places may result in some people voting outside their precinct, but there will be no change in the precinct boundaries except a couple of mergers and in Somerset 5A which has been split into four precincts. Pulaski County has a total 58 precincts.

Reasons for the changes in 5A are not HAVA, but because 5A, before the split, included part of the city school district, parts of Division 1 and Division 2 in the Pulaski County School District, and parts of the 83rd and 85th Legislative Districts. Keeping up with who votes for whom in a precinct split so many ways was a real headache for precinct officers.

Now, to avoid confusion, 5A has been divided into four precincts -- 5A, 5C, 5D and 5E.

The precinct designated Somerset 5A will be for voters who live in the Somerset School District. The voting place for 5A is Sallee Street Fire Station.

Somerset 5C is that portion of 5A in Division 2 of the Pulaski County School District and the 85th Legislative District. Voters in 5C will cast ballots at Somerset Mall.

Somerset 5D is that portion of 5A in Division 1 of the Pulaski County School District and the 83rd Legislative District. This precinct will vote at The Neighorhood, 100 Neighborly Way.

Somerset 5E is that portion of 5A in Division 1 of the Pulaski County School District and the 85th Legislative District. This precinct will also vote at The Neighborhood.

Denham said voting machines from the Okalona and South Bourbon precincts will be used for Somerset 5C and Somerset 5D. Somerset 5A has two machines and one will be used for Somerset 5E, she noted. Voters are being informed by mail of the precinct changes.

(Somerset 5B, not involved in the 5A split, will vote at Somerset Housing Authority offices, 400 Hail Knob Road. The former voting place was West Somerset Pharmacy).

As a result of magisterial redistricting, the South Bourbon precinct is now in the same magisterial district as Burnside No. 36A. Denham said the Pulaski County Board of Elections was permitted by the State Board of Elections to merge the South Bourbon precinct with Burnside No. 36A.

Denham said voting records in Pulaski County have not been updated since the early 1970s. “We’re checking to see each voter is in the correct precinct,” she said. Also, Denham reiterated that voters are being notified by mail of any change in their voting places for the May 16 primary elections.
