Judge David A. Tapp has given his heart and soul to Pulaski County.
As a prosecutor, as a defense attorney, as a district judge and finally as a circuit judge.
He oversees a drug court that has become a shining star for the Kentucky judicial system. It is considered a national model. And rightfully so. It is fueled by compassion that allows drug abusers to receive help and gain a new lease on life.
"Compassionate" is the one word that people often use to describe Tapp's court room manner. Yes, he is tough on hardened criminals and, yes, he is be a no-nonsense judge. But through it all, Tapp delves out justice measured by compassion for others.
Now, we must share this brilliant judge with our nation.
On Friday, President Trump nominated Tapp to the U.S Court of Federal Claims. And although it's a loss for Pulaski Circuit Court, it's a well-deserved honor for a man who has served his community so well for so long.
What will Tapp be doing in Washington, D.C.?
The U.S. Court of Federal Claims receives a variety of cases against the government, including breach of contract claims, illegal exaction claims, cases involving the 5th Amendment, claims involving military pay, claims for patent and copyright infringement against the government, federal tax refund claims, and protests regarding contract bidding procedures.
Tapp will be dealing with complicated legal issues which are decided by the judges who are appointed by the president. There are no jury trials in this Court.
Tapp's vast legal experience makes him an excellent addition.
I, for one, don't see any obstacle to the U.S. Senate confirming David A. Tapp for this post. His nomination will be championed by U.S. Sen. Mitch McConnell.
"(Judge Tapp) has been recognized time and again for his transformative leadership in the Commonwealth's legal community, and I was proud to appoint him to the national Coordinating Council on Juvenile Justice and Delinquency Prevention in 2017," McConnell said last night. "Now, Judge Tapp will put his many talents to work for our country as a federal judge. I'd like to congratulate Judge Tapp on his nomination, and I look forward to the Senate confirming him."
David Tapp has been a beacon of justice for our community for years.
I am honored to call Judge Tapp a friend.
President Trump could not have made a better choice.
